This audit was conducted to scrutinize the entire phase (from establishment to implementation) of delivering the government measures for managing the issue of fine dust established since 2005. In order to evaluate the performance and effectiveness of the measures, this audit focused on how management plans for fine dust were established, and what kinds of measures were established for managing each source of air pollution as well as necessary infrastructures, and for protecting citizens’ health.
To this end, the BAI audited:
- the Ministry of Environment responsible for the calculation of emission amounts of air pollutants, setting up and managing the reduction target of air pollutant matters, establishing management plans for air pollutant sources, etc.;
- the Ministry of Trade, Industry and Energy responsible for managing air pollutant emissions from large-scale industrial facilities including power plants;
- the Ministry of Oceans and Fisheries responsible for the measures against reducing the emission amounts of pollutant matters from vessels and ports;
- the Ministry of Education responsible for the measures against improving air quality at schools; and
- other relevant public agencies.
To prepare this audit, BAI auditors paid on-sight visits, held seminars with experts, acquired relevant information from citizens, and held hearings with and conducted polls among public officials, relevant industries, civic groups, etc.
It took 37 days to complete this audit from November 11, 2019 to January 21, 2020, and a total of 45 auditors were invested to audit 24 government agencies, including the ministries listed above.
